Resolution of the 46th District Democrats Opposing Initiative 807 Adopted on April 17, 2003
WHEREAS the Washington State Constitution gives the Washington State Legislature the authority to raise revenue and expend money by a simple majority vote, and
WHEREAS only a constitutional amendment passed by a 2/3 vote of the Legislature and a vote of the people can change that, and
WHEREAS Tim Eyman's Initiative 807 proposed for the November 2003 ballot states that a 2/3 vote of the Legislature or a vote of the people would be needed to raise revenue, change a revenue base, repeal special tax breaks, and raise fees , and
WHEREAS Initiative 807 would only allow spending over a set limit with a 2/3 vote of the Legislature or a vote of the people, and
WHEREAS allowing a simple majority to set up a 2/3 supermajority vote on any issue would open our 200 year old legal system to the possible tyranny of a minority over a majority on a multitude of issues,
THEREFORE BE IT RESOLVED THAT WE, THE 46TH DISTRICT
DEMOCRATS, oppose Initiative 807 and urge voters to not sign it or vote for it.
We urge our members and our organization to join in efforts to defeat Initiative
807, to contribute funds and volunteers to oppose Initiative 807, and to provide
such other help as may be available.
