Resolution of the 46th District Democrats Resolution about our National Guard Adopted April 21st, 2005
Whereas, the number of deaths of National Guard members continues to increase and whereas the National Guard is for the protection of the sovereignty of US borders, and
Whereas, under the heading Foreign Policy of the 46th Legislative District's platform, item 2 states "We call on the U.S. government to retire the "doctrine" of preemptive war"; and
Whereas, the Governor of the state, by virtues of the office, is the peacetime Commander-In Chief of the militia and may issue lawful regulations of its governance; and
Whereas, absent the formal Declaration of War, the President cannot call the National Guard without the Governor's compliance;
It is therefore resolved, that the Democrats of the 46th Legislative District of the State of Washington calls on the Governor to bring the National Guard troops home at once.
During the debate on this resolution, it was brought up that the National Guard was Federalized in the 1950's. This prevents the Governor of a state from recalling the National Guard.
